This study suggests “Inclusive innovation” as a new paradigm that effectively reflects the rising zeitgeist represented by economic democratization, welfare, justice and shared growth, and it also suggests the policy direction of science, technology and innovation to realize the new paradigm. Fist, this study explores future trends and zeitgeist facing science, technology and innovation policy, then looks at the current state of the policy and finds the problems it has. Furthermore, this study suggests shared innovation as a way to overcome the limitations the current policy has, deeply considers related theories and then provides conceptual frameworks. Lastly, it delves into the policy direction and mission for shared innovation. The Inclusive innovation is the best form of paradigm to reflect the rising zeitgeist. It can be characterized by 5 aspects; the pursuit of the balance between economic and social goals, the enhancement of the link between economic and social goals, the provision of fair opportunity for participation, a just distribution of achievement, and socio-technical systems approach.
