Workshop on Rural Development for Government Officials of China

□ Background and purpose
 
    In the early periods of Korea’s economic development, a great deal of policy focus went into rural development with the goal of improving the economic welfare of farmers and villagers, thus, narrowing the income disparity between urban and rural areas. This was critical in Korea achieving self-sustainable and shared growth, and thus, economic, social and political development. Underlying Korea’s efforts on rural development was the “Saemaul Undong” (“New Village Movement”). The Saemaul Undong represented more than policies aimed at improving the economic opportunities and living standards of farmers; it was a national movement to bring about a transformational change based on the ideals of self-help, diligence, and cooperation. It sought to empower rural communities and to promote self-reliance. To achieve self-reliant, self-sustainable development, poor farmers were supported and encouraged to help themselves and help each other lift themselves out of poverty.
     The objective of this workshop is to help promote self-sustainable development of rural area in China by sharing knowledge on Korea's economic development experiences, mutual learning and critical reviews, focusing on rural development policies and the Saemaul Undong- its values, and approaches on policy planning and implementation.
