A good investment environment plays a very important role in a country’s development strategy. When a country starts to grow, many aspects of the investment environment should be taken into account, and infrastructure is one that comes on top.
Yet many developing countries in the region face the challenge to build and promote their infrastructure. As indicated by economic theories and practice, shortage of capital has always been a major impediment to growth and development. Therefore, financing of infrastructure development has become an urgent issue for these countries to deal with.
Ever since China started to reform and open up in the late 1970s, the Chinese government has paid considerable attention to financing and building the domestic infrastructure to improve its investment environment. As a result, China has been a very attractive place for investment and this has helped to achieve rapid growth in the past three decades. Many other emerging economies in the region have also been very successful in this regard.

Session 1: The framework and global perspective
This session will address the necessity and feasibility of urban Infrastructure development. It will focus on the urban infrastructure development and financing, including the source of financing, the key challenges, WB support, etc.

Session 2: Experience Sharing
In this session, speakers will share each economy's experience and lessons learned in urban infrastructure development and financing. Speakers will be government officials or scholars and they will focus their discussion or case study on the effect and ways of using different strategies to support urban infrastructure development in their countries.
