KDI President Kim will highlight the importance of policy research but also policy implementation - the process of making sure policy ideas and reforms are realized and deliver concrete results.  He will also discuss how this workshop’s goal is to equip policy practitioners and researchers with not only knowledge but also skills necessary for policymakers to achieve desired outcomes.

Objective:  Building a framework for analyzing and identifying the key features and causes of youth unemploym1ent and low job growth in order to find the right policy remedies.

Presentation 1:  Key Features and Causes of High Youth Unemployment and Jobless Growth:  Korean Case

Presenter: Kyung-Soo Choi, KDI

Objective: Addressing the key policy question of “Is It Cyclical or Structural or a Mix of Both?” in the context of Korea’s own current high youth unemployment and lack of growth of quality jobs.  Is low jobs growth due to a lack of demand and economic growth which has led to a slow and painful jobs recovery? Or is it due to deeper structural factors such as aging population (demographics), shrinking workforce (labor), automation (technology), skills miss-match (education), etc.?

Keynote Speaker:  Professor Anthony D'Costa, University of Melbourne

Objective: Addressing the questions of how will the 21st century economy look like; what will be the impact on developing countries compete; and what policy options are available to achieve sustainable, broad-based development in the new innovation-driven economy.

Objective: Addressing the question of how education must change to prepare our participants for the 21st century economy; what are the knowledge and skills participants will need to succeed in the next century; and what are key lessons and experiences of reform-minded educators both at making policy and implementing it.
