It is my great pleasure and honor to invite you to the EDCF Development Finance Seminar on “The Next Chapter of Development Cooperation: Challenges and Choices”, hosted by the Ministry of Strategy and Finance of Korea and organized by the EDCF of the Export-Import Bank of Korea.
The aid paradigm is moving beyond aid effectiveness toward development effectiveness, an approach that can substantially contribute to poverty reduction and economic growth of developing countries. This paradigm shift was evidenced by several international forums such as the G20 and HLF-4, and reflected in the Post MDGs agenda – a sign that the international community is realizing the limitations of traditional aid which tended to overemphasize social development at the expense of economic growth.
Although this paradigm shift calls for much more financial resources than before, the ODA volume by DAC donors has recently been decreased due to the global economic crisis of the last few years. The international donors face an urgent need for fiscal consolidation that will place great pressure on aid budget and the discussion on “development finance” have
started on the need to broaden the approach from ODA to “aid and beyond”. 
I believe that your insights and experience on this issue would greatly contribute to developing internationally acceptable solutions to problems which have persisted until now and to establishing a new policy framework for effective development finance.
