As shown in Table 1, R&D expenditure in Korea has been increasing by nearly 12% as an annual average from 2005 to 2009; somewhat more than the annual average rate of GDP growth of about 5%. According to KOITA(2011), as shown in Table 2, among business enterprises, research institutes, and universities, the ratio of R&D expenditure to business enterprise was 74% in 2009. Therefore, the importance of efficient R&D activity conducted by the private sector is obvious. Moreover, this ratio is
