Innovation in services and its policies : cover story

Frame of Image eterminant of long-ter m productivity and economic growth. Innovation is relatively common in some service sectors, but far less prevalent in others. Financial services, distribution and retail trade, communication services and software are among the most active innovators, as evidenced by their substantial investment in Infor mation and communication technology(ICT) and the vast array of new products. Areas where innovation has lagged tend to be those where regulation has restricted competition, or those which are less inclined to be innovative. This latter group would include certain personal services where physical labor is a principal factor, or services which are heavily bound by regulations(e.g. certain sports or games). Enhancing innovation in the service sector will require attention to a number of policy areas, with
different emphases than for manufacturing. Although the growing importance of services for economic growth and the significant role of innovation in vitalizing the service sector have been clearly recognized by many economies, policy measures for promoting service-sector innovation are somewhat lacking. The aim of this paper is twofold. One is to understand the nature of services and the characteristics of innovation in services. A couple of innovation system examples are provided. The other is to identify key barriers to innovation in services and ther eafter to intr oduce the measur e s f o r encouraging the innovation.
