Software technology acts as the “glue” technology between hardware platforms, telecommunications, networks and the users.1) Many studies show the impact of the software sector making a direct contribution to economic development. For example, the Indian software industry contributed 2.5% of GDP, 5% of all private sector employment, and 10% of exports by the early part of the twenty-first century.2) However, the Korean software sector suffers from many problems such as an illogical distribution system, an unbalanced market between large and small firms, a saturated domestic market and unsecured property rights.
