University R&D employment and its implications for industrial upgrading in Korea

Frame of Image  paper shows that the economy needs policies which support universities to employ more post-doctorates and research professors to expand the employment of highly educated R&D workers. Policies to help them to move into industry also need to be introduced. This would change growth paradigm and restore growth in the manufacturing sector. Also this policy would help to relieve an employment crisis where there are not enough quality jobs available to accommodate the many Ph. D. holders in science and engineering. Although recently, the number of R&D workers in the private sector has significantly increased, most of them are bachelors or masters level graduates. For industrial upgrading and a change in the growth paradigm, companies need to employ more Ph.D. holding R&D workers.
Since the government supports university R&D projects, R&D policies can directly affect the university and further the private sector. Specifically, the efficient allocation of government R&D funds and the appropriate R&D workforce policies may enable the university to employ more post-doctorates and research professors.
