cent). The number of the Korean managers and engineers overseas by the 7 large companies in the plant industry was 1,305 in 2008. This paper will explore policy responses to globalizing labor market, emphasizing the transformation of education and training policies. While the main responses to the globalization of the labor market are the active labor market policies for industrial restructuring, changes in education and training policies produces significant and long-term effects. From this perspective, this paper will try to draw out strategies for education and training of plant engineers which can help prepare them for the challenges of globalization. Chapter 2 examines the growing demand for qualified plant engineers in response to the rapid development of the Korean p l a n t industry. Chapter 3 analyzes the current and required level of competency for plant engineers in developing policy implications for upgrading the skills of plant engineers. Chapter 4 suggests strategies to solve the human resources problems in plant industry focusing on skill upgrading in the global era. Concluding remarks follow in Chapter 5.
