From this, the sector council system was first introduced in Korea in 2004 as a part of the reform of the previous training system. Sector Councils(SC) were initially organized in the machinery, electronics and eBiz industries, and are now extended to nine manufacturing industries and one service industry, as is shown in Figure 1 . SC is the private-initiative organization for human resource development ( H R D ) of the industry, composed of representatives of the industry, educational institutions, research institutes and government. SC is expected to take on following two roles: (1) facilitation of re-education and re-training on an industry base, (2) accumulation and provision of the information on HRD of the industry base. The first role seems to be an effective one that SC can contribute to HRD of the sector. The first role is of course related to the second role, since SC facilitates re-training through SC networks. Although SC runs some re-training programs directly, this function is rather minor compared to that of facilitating re-training through SC networks. The sector approach for dealing with HRD issues within the industry proved to be effective from the experience of
