Frame of Image r, we suggest two scenarios for reform of the incorporation system in Korea, based on t h e different aspects of corporation creation. According to the scenarios, system reforms are expected to alleviate regulatory burden by simplifying the process and improving the efficiency by making full use of on-line resources. different kinds of regulatory agendas which will be addressed in the next section. Another concer n to be considered is whether the regulations ensure economic efficiency for entry into the market. It is necessary to check if the regulations hinder efficient entry into the market or suppress newcomers. However, on the other hand, it is unavoidable to address regulatory circumstances where authorities worry about the negative side-effects due to lower entry barriers. If the market is open to the extent that everyone can establish a corporation, then the market can be misled and distorted by the overflow of unsound, fraudulent, or incompetent actors. In this view, Korea applies rigid rules for market entry, which means that authorities demand completion of several steps before allowi n g a new business. In particular, Korea has deferred timing of the acknowledgement of corporation formation, in comparison with the system in California. This implies that authorities are eager to screen new corporations more tightly by requiring more identification and certification.
