had 10 years ago. In Korea, discussions on venture capital seem to center on two main points. One is that the Korean venture market is not functioning properly, hence the government must play an active role in attracting venture capital in order to support innovative small and medium-sized enterprises. The other is that government interference is ill-advised and improper. This is because unnecessary intervention by government in the market generally leads to poor market performance. Both have some merits. But when argued that the government allocate more of its budget, or stop interfering, it is pointed out that this argument lacks a full understanding of the market. Against this backdrop, this article analyzes the demand and supply structure of the Korean venture capital market. Fully comprehending the market is the first step to defining the government’s role in this market.
