decreased with the deteriorating profitability of companies over the past several years. Note, however, that a decrease in R&D investment may weaken the chances of survival of small and medium companies and decrease the potential for future growth; hence the need for efforts to increase the effectiveness and efficiency of R&D investment. Moreover, the uncertainty and risk of R&D investment increases with more intense competition in both global and domestic market following the emergence of a new market situation featuring the fusion and complexity of development technology, massive investment scale and the short lifespan of technology and products. As a result, companies in developed countries including the US have responded to this environment change by shifting from “closed innovation thinking,” which mostly depends on internal resources, to “open innovation thinking,” which involves actively cooperating with external entities including universities.
