Korea's Adaptation of EU ELV Directive : The Recent Policy Setup and Recommendations
Recently, recycling of the ELV (End-of-Life Vehicle) is noted not only by economic and technological factors but also by social and environmental concerns. Vehicles affect the environment through their entire life cycle. The consumption of energy and resources, waste generation, greenhouse gases, hazardous substance emissions, and disposal at the end of their lives are burdens created by automobile production and, of course, use. Therefore the automobile industry is focusing on moving toward sustainable waste management. Regarding the importance of ELV problems ranging from their association to the enormous numbers of vehicles produced and their use with their high volume of population and narrow territory, the EU and Japan already are two of the main leaders in ELV management in the world. They introduced ELV legislation according to their own situations. And considering the similar situations as those in the EU and Japan, Korea’s Ministry of Environment (ME) also released a public proposal on the “Waste of Electrical/Electronic Equipment and ELV Recycling Act”.1) In particular, the ELV’s importance can be found in the newly emerging issue
