Abstract This study intends to focus the politics of public policy making in higher education sector. Teacher’s indifference towards higher research coupled with promotion of teachers in degree colleges based on the length of service by the government has asserted the issue to be a basic problem. Because invariable evaluation of teachers in higher education might prevent faculties of the college/universities from pursuing higher study and research competition with each other. This trend does not only lead teachers in higher education to make little efforts to develop teaching profession by themselves but also make them discourage towards better performance. The study on the politics of public policy making related to higher education policy between Bangladesh and the Republic of Korea will make a significant contribution towards better understanding the problem.
The more qualified and reputed teachers the college & universities have, the more students get benefited. The highly qualified teachers could obviously and confidently guide students than less qualified teachers did. The prime concern of every government’s education policy is to provide time bound quality education to all learners by qualified teachers. The advanced countries, worldwide are showing an unprecedented interest on “teacher policy”.
