The material projects supported by the government authorities have provided the participants with a great momentum to enhance their commitment to the comprehensive innovation of their community. Those can-do spirit and cooperative activities which were inspired by the institutionalized incentives have brought about the physical realignment and economic progress of most communities to the remarkable extent. The movement has contributed itself very effectively to the human resources development beyond the prototype of community development. Efforts of government and community members have been gradually systematized as much as to make the movement go on beyond political situation. Strategies and various tools of the movement could be implicative and recommendable to other countries.
