Abstract

Ghana has undertaken fiscal sector reform since the 1980s, aimed at cementing the foundations for sustained economic growth and the achievement of external payments viability. It has made significant progress, but still needs greater efforts in reforming public finance management to efficiently use scarce resources for accelerating economic growth. The revenue gained from oil production is expected from 2011, thus the public finance management system for transparent and effective budget and accounting is urgently needed for the government of Ghana.
The government of Korea has promoted financial reform since 1998, following the financial crisis in 1997. As a result of the reform, the government of Korea developed an integrated finance management information system (IFMIS) known as “Digital Budget and Accounting System (DBAS)” regarded as one of the most advanced IFMISs in the world. Developing countries including Ghana have expressed great interests in DBAS and its applicability to their countries. (The rest omitted)
