1. Project Background
Until the late 1960s the Republic of Korea (“Korea”) had been one of the least developed countries and a large portion of whose national budget was filled official development aid/assistance (ODA) from donors. By the early 1990s, however, Korea graduated from ODA programs and became a donor itself as a result of successful economic development based on rapid and continuous economic growth in the 1970s and 1980s. On November 25th 2009 Korea was accepted by the Development Assistance Committee (DAC) of the Organization of Economic Cooperation and Development (OECD) as a full-fledged member. (The rest omitted)
