Abstract

1. Supporting Measures for SME Banking through an SME-specialized Bank
The biggest challenge confronting SMEs in Cambodia is not a lack of loan resources but a lack of systematic credit information on and guarantees for SMEs, and the absence of complementary credit guarantee systems. As such, it is fairly difficult for SMEs to access institutional financial services. Such circumstances are not entirely different from those of Korea in the 1960s. The Korean government established the Industrial Bank of Korea (IBK) to deal with these problems. Given the experiences of the Industrial Bank of Korea (IBK), Cambodia needs to be more proactive in extending financial support for SMEs by establishing a bank specialized in SME banking. Such a bank should be equipped with functions to take deposits as loan reserves, not merely supplying the government funds to SMEs. (The rest omitted)
