Frame of Image  her point well, but nevertheless I would like to reemphasize the critical importance of the performance-based incentive system for the economic development from the new perspective of economic development. Economic institutions and policies with built-in performance-based i n c e n t i v e s y s t e m a r e p r e c o n d i t i o n s f o r su c c e s s f u l e c o n o m i c r e f o r m for the development of national economies as well as successful reform of individual agencies. Difficulties with its implementation is one thing but its importance for economic development is another. Reason for not seeing many examples of successful reform and development since the latter half of 20th century may be due to the lack of the efforts to match the performances and rewards not only on micro agency level but also o n n a t i o n a l e c o n o m i c p o l i c y r e g i m e c h o i c e . I t e n d to t h i n k t h i s i s because the egalitarian ethos under modern day social democracy permeates i nto the economic a ren a an d p reventing the stri ct application of such economically discriminatory system. Prof. Widner’s findings seems to reflect this situation. I would like to elaborate on this point, first the theory and second Korean as well as global experiences.
