A Latecomer Model of Technological Development: Conceptualizing the Korean Experience
• This paper elaborates the process of technological development in Korea with focus on the role of government.
• Rather than assuming an economy-wide view, it focuses on the five industries in Korea: steel, telecommunications equipment, automobile, machine tools, and TV/display industries. • Based on the concept of the SSI: Specific forms of government activism should vary in different sectors featured by the different regimes of technologies and markets. • There are diverse forms of government’s involvement: Simple protection by tariffs; Direct subsidies to production; Indirect help through GRIs; Sharing and provision of R&D expenses; Publicprivate R&D consortium; and Direct entry by the SOEs

A Latecomer Model of Technological Development: Conceptualizing the Korean Experience
Based on Korean cases, identified the four modes of state activism for technological development (in the increasing order of more role for private firms). • GG mode: government extending market provision and government-owned enterprise engaging in both R&D and production (POSCO) • GPG1 mode: R&D by GRIs and production by private firms (TDX)
• GPG2 mode: more R&D shifted to the hands of private firms that cooper
