The feminization of poverty, which is one of the aspect of new
poverty, has been observed in Korea after economic crisis in 1997. It was
set off by the change of family structure with increase of female headed
households, the expansion of service industry and the economic changes
like flexibilization of labour, and the tendency of the feminization of
poverty is toward strengthening.
This paper analyzes tendency and determinants of the feminization
of poverty using the concept of permanent poverty in Keum and Kim
(2001). By the concept of permanent poverty, which use average income
over the long haul to measure their economic state, the actual state of
poverty is revealed better.
The analysis shows female headed households in poor households
are increased. The proportion of female headed households in the whole
households is one over five, but the proportion of female headed
households in poor households is more than half, and the tendency like
this is toward strengthening. And the ratio of permanent poverty of
female head households is more than 35%, this means that female headed
households of more than one over three are in poverty continuously.
According to the result of panel logit analysis, which points that low wage
is the problem, structural improvement about status of female in the
labor market are needed.
