This study aimed to improve the efficiency of policy implementation in the Ministry of Gender Equality and Family by uncovering policy areas in which policies for women, young people, and families overlap with one another and by developing policy items that take into account women and young people from the perspective of family. For this purpose, this study considered the areas of care giving and safety among other things. Regarding the area of care giving, this study explored how to construct family-community-government childcare linkages for more efficient childcare and how to promote them. Relying on the Australian case, this study proposed the “project of strengthening the linkage between family and community.”
Regarding the area of safety, this study focused on the support of crisis youths and searched for the
methods of linking the arrangements for implementing family and youth policies by looking at the actual
conditions of families and young people and the current bases for these policies. The study emphasized not only the need to conclude MOUs between the CYS-Net, the Wee Class and Center, and the Health Family Support Center but also the management of procedures and results and the reinforcement of public relations.
This study is expected to help set the directions for creating linkages among various policies in various areas as well as those of care giving and safety and provide the specific methods of utilizing the linkages.
