Frame of Image to create and vigorously support what has become an outstanding international center of excellence in economics and public administration It was my good fortune to be involved with the key economic policy makers in Korea for more than a decade. Personally, my involvement with Korea has been greater than any other country except my native land Pakistan. My friend Mahn Je Kim in his chapter on Korea contributed to the Fifty Year history of the World Bank characteristically was most generous in his praise for the World Bank. As an old Korean hand, I have to confess, however, that the economic vision, the bold export- oriented strategy, the relentless pursuit of goals and admirable execution of policies and projects were all to the credit of the Korean government, its private sector, and the Korean society. We in the World Bank were mainly in a supporting role. I personally can take credit for only two things. Based on a most favorable impression formed during my first mission in 1973, I became a voice for a much larger Bank involvement in Korea. Secondly, my strong confidence in Korea’s future never wavered notwithstanding the deep financial crises of 1974-75 and early 1980s.

In my remarks this morning, I will focus on what I see as the key elements in Korean success. Much of what I say will not be new to you. But I will try to a personal perspective on early years of Korean Miracle. Before doing that, however, let me mention some of the dimensions of the Korean economic advan
