This report explores a series of energy policies Korea has pursued the last half century during its economic development, growth and stabilization periods (1960s~2000s). The purpose of this report is to derive lessons that could help policy makers in developing countries to formulate and implement efficient and cost-effective energy policies, which, as a policy agendain the pursuit of national economic growth, is a high priority. Developing countries recognize the Korean economic achievement, but without a systematic approach to understand how Korea attained its unprecedented economic growth, the steps required to emulate this success remain unclear.
This report concludes with assessments of the policies that the Korean government developed and implemented, along with the corresponding policy implications and recommendations for policy makers in developing countries. This report covers not only traditional energy sectors, but also energy efficiency, renewables and the environment and safety, providing a guide to understanding and addressing the energy challenges that developing countries face.
