•
Due to the advancement in technology and rapid globalization that had taken place during the 1990s, active exchange of capital and information took place between different countries around the world. In 2000, the world average rate of export to gross domestic product was 18.8% compared to 12.7% of year 1990. However the rise of terrorism, most notably the 9/11 attacks in 2001, shifted the main agenda of global trade from trade facilitation and simplification of customs procedure to safety and security. Thus the question of how to accommodate trade facilitation without compromising security arose. In 2003, the WCO established SAFE Framework (The SAFE Framework of Standards to Secure and Facilitate Global Trade) recommendation to secure safety in international trade.
