This study researches the development process of local public official training since Korea introduced the local government system in 1995. The study focuses on how the official training program has developed to enhance the competency of local government officials and to match the training program to the requirement from a new work environment.
In this sense, this study aims at suggesting the official training system that is suitable for the future. Some studies show that the nation's local government in an early stage of training programs focused on job and specialty education. Since 2003, however, specialization, competency, change and innovation, cyber education, the introduction of HRD-based programs have become more important in official training programs.
Since 2005, education and training programs have been more diversified and self-learning has become more significant. Currently, most training courses are designed for action-learning, the pursuit of core values, leadership, globalization and the establishment of lifelong education.
