Abstract
Governmental industrial policies play a crucial role in the industrializing process for latecomer firms. However, analysis of the government's role in catching-up with Complex Product systems(CoPS) is still largely missing from existing literature. This paper, with a particular focus on the role of the government, provides pragmatic policy lessens drawn from the technological development of the gas turbine (GT) industry in Iran.
