Abstract

This case presents the Finnish concept for establishing and running the Strategic Centers for Science, Technology and Innovation (SHOK), its backgrounds, operations, and initial results. the lessons from Finnish SHOK policy are discussed at the end. The concept is relatively new, innovative, and radical within the Finnish policy context. It is a determined response to the need for more strategic, long-term competencebuilding, allowing the industry to take a stronger lead. At the same tiem, there are high and versatile expectations for the impact of this policy. The concept has been recently evaluated, hence there are some documented evidence on its functionality; and important lessons to be drawn for policy-makers. Particularly, as many countries are currently piloting similar policy approaches.
