The enactment of the National Welfare Pension Law on December 1, 1973 was decisive landmark in the history of Korea's social legislation. It represents a promising fist step towards the development of a comprehensive social security program in Korea.
This study is an outgrowth of research originally undertaken in 1972-73 by the author to explore the possibilities of introducing a social security pension program suited to the conditions of Korea. That original study provided a broad basis for considering the National Welfare Pension program. In the present study, Chong Kee Park makes a comprehensive review and analysis of the social security system in Korea, clarifies the issues involved, and considers alternatives for improvement. The author stresses that the social security program should be designed so as to maintain a balance within the broad framework of socio-economic development plan of the nation.
