Frame of Image 나다, 호주 사례를 집중적으로 분석하였습니 다. 선진 각국의 고위공무원단제도에 대한 연구결과는 한 국형 고위공무원단의 도입과 운영을 위한 기반조성에 기여 할 수 있을 것입니다. 한편 한국행정학회 회원, 시민단체, 과학기술계 인사 등을 대상으로 실시한 설문조사결과는 앞 으로 제도설계를 보완하고 이 제도를 원활하게 운영하는데 필요한 자료로 활용될 수 있을 것입니다. 이 연구는 한국행정연구원과의 연구용역 외주계약에 의해서 수행되었습니다. 따라서 이 연구에 포함된 내용은 연구에 참여하는 분들의 견해임을 밝혀둡니다.

Abstract

The purpose of this research is to analyze and compare the senior civil service systems of foreign countries, and to draw some lessons for senior civil service system of Korea. In July 2006, The Korean government will introduce a new public personnel system, Senior Civil Service, in order to integrate and manage competent senior officers in the whole government sector.
Before introducing the new personnel system which can fundamentally change the current public personnel system, it is very important to analyze and evaluate the senior civil service systems of the foreign countries, and to learn from the experience of these countries.
Chapters 2 and 3 of this research analyze and compare the major features, and the implementation results of senior civil service systems of Australia, Canada, the United Kingdom and the United States. Chapter 4 describes the characteristics of the Korean senior civil service which will be introduced in
July 2006, and analyzes the results of survey which was conducted to specialists in the field of public personnel management. Chapter 5 draws some policy recommendations based on the comparative analysis of foreign countries and survey research.
