The purpose of this research is to analyze and compare the senior civil service systems of foreign countries, and to draw some lessons for senior civil service system of Korea. In July 2006, The Korean government will introduce a new public personnel system, Senior Civil Service, in order to integrate and manage competent senior officers in the whole government sector.
Before introducing the new personnel system which can fundamentally change the current public personnel system, it is very important to analyze and evaluate the senior civil service systems of the foreign countries, and to learn from the experience of these countries.
Chapters 2 and 3 of this research analyze and compare the major features, and the implementation results of senior civil service systems of Australia, Canada, the United Kingdom and the United States. Chapter 4 describes the characteristics of the Korean senior civil service which will be introduced in
July 2006, and analyzes the results of survey which was conducted to specialists in the field of public personnel management. Chapter 5 draws some policy recommendations based on the comparative analysis of foreign countries and survey research.
