The purpose of this study is to analyze the rationalization of human resource management in government-affiliated institutions.
To this object, this study consists of 5 chapters.
In chapter 1, this study deals with the issues of research purposes and methodologies of approaching and designing this particular subject.
Chapter 2 describes the definition and patterns of government-affiliated institutions.
Chapter 3 describes the necessity of the personnel administration reform in government-affiliated institutions, and reviews previous researches about this subject.
Chapter 4 presents the results and analysis of survey about government-affiliated institutions. The questionnaires of this survey includes recruitment, promotion, education, 360-degree feedback, team system, job-posting, etc.
Based on findings of the above survey, Chapter 5 suggests alternatives of human resource management in government-affiliated institutions: First, suggestion of ostensive road map as the central government; Second, reinforcement of role and competence of the Civil Service Commission and Ministry of Planning and Budget; Third, clear division of works between the Civil Service Commission and Ministry of Planning and Budget and the establishment of cooperation system.
