The Government has introduced the Presidential Committee on Balanced National Development, the Balanced National Development Act, the Five-year Plan for Balanced National Development, and a Special Fund for Balanced National Development as the institutional foundation to accomplish balanced national development. And the Government has been taking strong initiatives in constructing the new administrationcomplex city, etc.
However, the effects of the balanced national development policies may not be equally distributed over the nation without considering regional equity in allocating governmental budgets. Thus, an “Balanced Development Impact Assessment System(BaDIAS)” is introduced to evaluate the impacts of
government-financed projects on national balanced development and then, decide their location, size, and project management.
The goal of this study is to develop the theoretical foundation, assessment checklists and methods for the successful application of the BaDIAS. The purpose of the system is to emphasize the roles of financing system to balanced national development. Under the system, government-financed projects will be evaluated its effects on balanced development by regions and the evaluation results will be used to decide the approval, location selection, continuation/closure of the projects so that the system could alleviate the overcrowd of the Seoul Capital Region and contribute to balanced national development.
The System could be applied to both new and existing projects by specific checklists. The checklists for projects locating in the Seoul Capital Region include some items on the nature of project, national competition, financial burdens, locational rationale, socioeconomic and demographic costs. The checklists for projects locating in the other region include some items on the alleviation of the overcrowd of the Seoul Capital Region, and the regional
development including regional economy, the quality of life, and regional innovation capacity.
Assessment methods could be a basic-unit method, a balanced development index system, or a weighted checklist method. The introduction and application of the BaDIAS may require its objectivity and scientific foundation and need to apply the basic evaluation unit of balanced development to publically-funded projects.
The BaDIAS requires the prior consultation with the Ministry of Planning and Budget and should submit to the Ministry the evaluation report of the contribution of each ministry's budget allocations to balanced national development. Then, the Ministry reviews the reports which could be reflected on final budget allocation decision.
The impact assessment responsibility of balanced national development is currently assigned to the budget managers of each Ministry but an impact assessment manual is yet formulated so that the impact assessment activities is being undertaken by rule-of-thumb. Thus, the assessment reports of government-financed projects are rough and have the lack of evaluation rationale on the impacts on balanced national development. It may be necessary to introduce so called a
“Balanced Development Impact Assessment Center” that could contribute to an objective, fair, and scientific impact assessment of balanced development.
