정부혁신의 이해 : 참여정부의 혁신전략과 실천논리

Frame of Image 으로써 참여정부가 추진하고 있는 정부혁신의 위치를 세계사적 맥락에서 자리매김하고, 참여정부 혁신의 보편성과 독자성을 규 명하려고 했습니다. 나아가 과거 문민정부와 국민의정부가 수행한 행정개혁의 의미를 함 께 조망함으로써 한국 정부혁신의 연속성과 비연속성을 규명하려고 했습니 다. 그럼으로써 객관적으로 검증된 최상의 혁신이란 없으며, 오직 주어진 역사적ㆍ시대적 맥락 속에서 당면한 문제들을 풀어낼 수 있는 경로개척적 (path-constructing) 혁신이 최상의 혁신임을 제시하고 있습니다. 이 연구는 정부혁신의 개념과 추진전략, 내용과 방법, 그리고 실천적 성격을 이해하고자 하는 모든 독자들의 갈증을 풀어줄 것입니다. 아무쪼록 이 연구가 참여정부의 혁신전략과 실천논리를 이해하고, 나아가야 할 혁신 의 방향을 탐색하는데 필요한 유용한 자료가 되기를 바랍니다. 끝으로 이 연구를 책임지고 수행한 혁신변화관리센터 강정석 박사와 황혜신, 황성원, 권오성, 은재호 박사, 그리고 자문에 응해주신 혁신담당관 들과 전문가 여러분들께 감사드립니다. 2005년 12월 韓國行政硏究院 院長 金 重 養

Abstract

One of the major agendas set by and for Participatory Government is the Government Innovation. The connotation of Government Innovation is very variable according to authors and actors, but one thing clear is that its ultimate goal is to promote State's compatibility and Citizens' life quality.
The Participatory Government shares also this universal goal and public value. As it is revealed by the five goals of Government Innovation (efficiency, service first, transparency, decentralization, participation), the Participatory Government employs multiples standards of government reinvention strategies
: New Public Management and Policy network. This practical choice permit to find or construct a meaningful path maybe unique to Korean government practices.
But, it may not be useless to note here that the Participatory Government is aiming at a 'better government' denying a 'small government' that prevailed both in past Korean governments and Anglo-saxon or American governments (UK, New Zealand, USA, etc). On the contrary, it seeks vigorously to play an active role
of 'coordinator' between civil society (citizens) and enterprises (market).
