This research aims at studying the public service personnel participation program in the central-governmental sphere in korea. The main purpose of this report is to investigate the present conditions of and to develop the programs for the public service personnel participation in the government affairs. Taking part in the conduct of state affairs is very important for a good implementation of the policy. Because now we've got a participatory government, our government has been trying to participate the people in the government decision making. But still more important than any other person, the public service personnel ought to take part in the government poliicy making and implementation. From that perspective, we are beginning the study of the public service
personnel participation. And we have to develop the participation program for the good policy implementation know-how, especially in participatory government. For the purpose of this research, this report studies the theory of the organizational innovation and participation. The backgrounds, the necessities, the objectives, the scope, and the methodology of the research are suggested in the chapter 1.
Chapter 2 deals with theoretical review about the research purpose of this report. Specifically, we have reviewed the significance of organizational innovation and investigated the participatory theory. These organizational innovation approach is composed of 4 approaches, for example, structural, technological, task, and human approach. Especially, we have stressed the human approach for the following discussion. Finally, this chapter has dealt with the subjects of the meaning of the public service personnel participation, the decision-making and participation, and the group decision-making through participation.
The present conditions of the public service personnel participation in Korea and foreign countries are reviewed in chapter 3. In this chapter, we've got a good model for introducing the participation program among the ministries in the korea. And we have had a great indirect experience of
activating the public service personnel participation in east asia, especially China and Japan.
In chapter 4, we have take advantage of the empirical survey technique to tell us that the present situation and the future state of the public service personnel participation in Korea. The developing and activating strategy for the participation of the participatory government is very important. As a result, lots of public servants of the participatory government are now recognizing the great effort of this government for attaining the real participation.
This research shows us that in order to attain the participation, before everything else the CEO's strong will and effort is the most important. And, we have to change the our public service personnel appointment system.
