This study analyzed the relationship between the civil servant unions and the government correspond with the purports of the act, which is to enlarge economic, social status of civil servants, to improve the quality of public service, and to contribute to reinforce the public interest. the collective bargaining systems and procedures to determine wage and terms of labor. To do this, this research reviewed the theoretical, historical backgrounds of the public labor relations through literature reviews. In additionally, an operation in practice for collective bargaining and impasse solutions procedures of the United States, the United Kingdom, France, Germy was examined.
Furthermore, from survey which was done to 311 of civil servants, this study drew the methods to achieve efficient collective bargaining and to solve impasse rationally. The results of analysis point to several important issue.
First, a mutual trust between labor-government is an indispensable factor to do harmonious collective bargaining, because a negotiation based on a mutual trust would lead to a close cooperation, the more reciprocal result of negotiation, and an efficient use of resources in the collective bargaining.
Second, it is important to establish an atmosphere of trust building for the smooth negotiation.
Third, the unification of bargaining unit should be considered in a perspective of the autonomy of civil servant unions and an efficiency of negotiation costs.
Fourth, the scope of bargaining should be separated into mandatory issues and prohibited issues.
Finally, including the establishment of the professional positions for civil service bargaining in government, the development of training programs suited to civil service labor relations officials, the financial support to a network building of civil service labor relations experts, the active hiring for civil
service labor relations experts, the development of a new negotiation culture to improve a ability to conduct collective bargaining, and the bringing up of the officials with professional skills to conduct negotiations through training programs.
