This study aims to re-conceptualize the Korean Government Innovations (KGI) model based upon the results of examining the performance of KGI and to investigate if the possibility of success exists with the use of the KGI case methods in major Latin American countries, specifically Argentine, Brazil, and Chile (ABC) in order to provide a fundamental direction for the application of KGI case methods to the Latin American countries at large.
The results of the assessment of ABC countries showed the possibility that the application of KGI case methods can be used. First, ABC countries selected as target countries for use of the KGI case methods had similar historical experiences with Korea, such as political and economical conditions, experiences in colonialism, military rule, a crisis of foreign exchange and monetary debt, and high unemployment rates. Therefore, it is possible to apply the KGI case methods to ABC countries and to show accurate results to the staff and policy-makers of the government innovation department in those countries.
Second, ABC countries made a strong request for demanding the application of KGI case methods in the various areas of government innovation: public administration, personnel management, finance and tax administration, e-Government, and national archives management. This was found during interviews and a
survey conducted on staffs who worked in the areas of government innovation.
Lastly the study considers obstacles in the application of KGI case methods including differences of government innovation driving mechanisms, current government innovation environment, and the demand for government innovation. Therefore, this study presents concrete strategies for resolving obstacles for government innovation in the countries.
A follow-up study is recommended to develop a particular strategy for government innovation in each of the ABC counties. This will contribute to realization of the application of KGI case methods.
