Abstract

Korean Government has performed active government reform ever since the crisis of IMF. As a way of government reform, the government tries to establish performance oriented management. For this the People's Government and the Participatory Government have tried to establish performance management system based on the Government Performance Evaluation Act. The Performance Evaluation System of this government focuses on the following elements of "inter-relating performance plan and performance evaluation, self-evaluation oriented performance evaluation, and integrating diverse evaluation types. Among these main elements, self-evaluation based performance evaluation and management is considered as critical and desirable changes to establish effective performance evaulation and management.
Despite these positive changes, the new Government Performance Evaluation System presents diverse limitations and problems during the implementation. In this regards, this study analyses the System in diverse aspects : such as the contents and evaluation types of the system, ways and processes of doing evaluation, the contents and types of performance results. According to the survey and in-depth interview, even though the current evaluation system has a credit of settling performance-oriented management, it also raises a lot of limitations and problems as follows.
- the problems of complexities and administrative burden
- limitations of the performance results and information
- difficulties of implementing and dealing with the self-evaluation
To solve these limitations and problems by setting up effective ways of performance evaluation and management system, this study presents ways of reforming the evaluation system. First of all this study presents ways of differentiating “Self-Evaluation and Special Evaluation” withing the context of performance evaluation and management system. Especially this study presents criterions of classifying those two types of evaluations and ways of simplifying the evaluations through integration and rearrangement. This study also presents that the performance evaluation should be done based on performance goals rather than specific individual policies. It also argues that the performance evaluation needs to be done based on specific performance measures with analysis rather than the unified evaluation criteria to generate sufficient and valuable performance information.
