Abstract

Today, the construction of Multifunctional Administrative City(MAC) is underway. If the MAC complex is complete, a group of central ministries and agencies in Seoul are supposed to move into the new administrational city. The number of possible groups to be relocated amounts to 49 administrative agencies including 12 ministries, 4 agencies, and 2 agency services as well as the Office of Prime Minister.
The Blue House and the National Assembly, however, would remain in Seoul, even after the construction of the MAC complex is finished. Six other ministries such as Ministry of Combination, Ministry of Foreign Affairs, Ministry of National Defense, Ministry of Justice, Ministry of Government Administration and Home Affairs, and Ministry of Gender Equality and Family, would not be relocated. By doing this, building MAC complex results in the relocation of central government agencies into two separate cities, Seoul and the MAC.
The purpose of this study is to predict the consequences of the distribution and relocation of government services and to set out follow-up measures for overcoming the challenges or at least minimizing the possible problems. The findings of the study show that the relocation and rearrangement of the government administration is assumed to generate a lot of problems, which must be tackled through an appropriate response. Needless to say, the transfer of central government Abstractto local area was decided with regard to the decentralization of power and balanced growth system. The lesson learnt from the decision is that the possible side effects should have been dealt with seriously.
The decision could play a positive role in the nation's balance growth, but at the same time, could yield substantial administrative difficulties.
This study provides a short-term plans to overcome the possible problems generated by the transfer of the MAC complex, and offers a long-term alternative to it in light of the environment of public administration and a paradigm shift of governance.
