Continuous reform is required in Korean government to cope with globalization and unlimited competition. Many developed countries have regarded human resource as competitiveness of nation or government competitiveness for a long time. However, what is different from the past is the emphasis on active and strategic approach to people.
Based on this kind of human resource management trend in the public sector, this study is to examine the effectiveness of training and education in the perspective of strategic human resource management.
Especially, this study focuses on how strategic components in the education and training of Senior Civil Service (SCS) candidates can build human capital and how human capital influence is related to organizational performance.
Survey method was used for this study. Empirical results show that SCS candidates evaluate job relevance, way of teaching, teaching ability of training program positively. The rarity and value of training of SCS candidate was assessed positively. However, the training of SCS candidates were thought to be substitutable and imitated. The empirical results demonstrate that SCS candidate program may contribute to human capital. It also shows that the training and education for SCS candidates lead to enhancing organizational performance through the mediating variable of human capital.
The policy implications of this study are as follows. First, the emphasis on strategic factor of human resource management leads to strengthen human capital. Second, strategic planning is essential in the process of human resource management and to achieving organizational purposes and goals.
