I I Introduction
1. Project Background and Objective
The Ministry of Strategy and Finance of Korea( MOSF ) has been implementing Knowledge Sharing Program(KSP) since 2004 to support institution building and capacity building of developing countries by taking into account their demand and conditions based on Korea s experience of economic development. Between 2004 and 2011, MOSF of Korea has provided customized policy consulting services for nearly 300 projects in 34 countries as part of the program.
MOSF started a joint consulting program in the year of 2011 with Multilateral Development Banks(MDB)202, developing the KSP of previous bilateral partnership to a trilateral partnership among MDB, a partner country, and Korea. The program is to connect Korea s experience in developing a country with the development cooperation and regional expertise of MDB to create synergy effect, enhance efficiency of KSP and expand cooperative partnership with MDB and a partner country.
MOSF and World Bank agreed to promote Leadership for Development(L4D) Program of World Bank Institute(WBI) 203 as one of the 2011-2012 KSP-WB joint consulting projects. Leadership for Development Program

Abstract

The report introduces the procedure to promote PPP in Korea briefly and analyzes the elements of success by analyzing the cases which are regarded to be successful PPP projects in Korea. In particular, when conflicts take place among the stakeholders while the business is performed, the authors would like to analyze the elements which solved the conflicts and made the project successful. Projects of the partner countries were analyzed and proposals thereon were made in accordance with the valuable lessons learned while Korea introduced and carried out PPP.
