This study aims at evaluating civil service reform of participatory government and drawing out personnel policy alternatives for next government. This research report consists of two volumes.
The first volume contains overall evaluation of personnel policy in participatory government and detailed evaluation of 7 personnel programs. The 7 programs are ① Delegation of HRM authority to departments and agencies, ② Personnel administration system of the presidents of quasi-government organizations, ③ Selection system of political employees, ④ Increasing promotion of women public employee to higher position of Grade 5 and above. ⑤ Non-competitive recruitment out of the candidates who retain academic degrees and good credits and are recommended by presidents of universities in local districts in
order to promote regional representativeness. ⑥ Rewards system based on performance, ⑦ Collaborative relations between management and the unions
The second volume contains 3 personnel programs, which are personnel mobility between central and local government, leave-of-absence to work in the private sector(a kind of Public-Private Exchange Programs), and 360-degree Appraisal System.
In the theoretical review of the first volume, we constructed the framework for the overall evaluation according to the phases of the policy-making process. To be specific, the overall evaluation was conducted based on policy formulation, policy implementation, policy performance, coordination and cooperation with related departments, and policy alternatives. Methodology in this study includes literature study and questionnaire survey. The evaluation surveys were distributed to civil servants who belong to some departments and agencies of central government.
Based on the findings of the empirical analysis of the results of the surveys, we identified the performances and problems of current civil service reform and proposed some alternatives for improving civil service reform.
