This study aims at the improvement of policy quality management methods and tools in terms of field-oriented management. The "small and middle size enterprises support policy" implemented during the past three years (2004-2006) constitutes the empirical case of this research that finishes by presenting 4 problems and 4 correspondent suggestions as following. First, the methodological error of field research : it's necessary to launch the field research before the decision-making (to say, at the stage of policy agenda-building), not after. Second, the absence of field research at the stage of policy implementation and evaluation : it's necessary to continue the field research even after the decision-making to follow up and feed back the change of field situation. Third, the inconsistency of performance evaluation indicators at the stage of policy evaluation : the performance evaluation indicators are very often conceived at the stage of policy-making without considering the change of field sutuation. It's absolutely necessary to review and adapt them to the modified situation. Forth, the necessity of legislation : on the basis of the observation that the systemic field research is very efficient and effective in the policy quality management, this research team recommends the legislation of field research for some kinds of policy as like for example high cost policy.
