Collaborative governance has been emphasized, recently, as a new administrative mechanism for effectively resolving social problems. However, there do not seem to be many attempts to empirically test the effectiveness of collaborative governance on the resolution of social problems.
The purpose of this study is to empirically investigate which factors influence the effectiveness of collaborative governance. A current case of collaborative resolution of conflict between city government and residents associated with the siting of waste treatment facility in the Ichon city offers the unique opportunity to study the determinants of effective governance. This study assumes that the effectiveness of collaborative governance is measured by (a) efficiency of collaboration, (b) satisfaction about collaboration results, (c) equity, (d) improvement of relationship between government and residents, and (e) continuity of collaborative relationship.
According to data analysis of survey administered to civil officers and citizens in Ichon, first, the efficiency of collaboration was influenced by the perception of economic damage and appropriateness of network. Second, the satisfaction about collaboration results was influenced by the distrust in collaboration process and appropriateness of negotiation skills. Third, the satisfaction of collaboration process was influenced by the distrust in
collaboration process, distrust in government, and social and environmental distrust. Fourth, the improvement of relationship between government and residents was the perception of economic damage, distrust in government, social and environmental distrust, and availability of collaboration.
This study suggests that the effectiveness of collaborative governance can be enhanced by the relief of dread associated with economic damage, incentive for proper network, recovery of trust in collaboration process, education for negotiation skills, government's trust in people, people's trust in government, and establishment of available process for collaboration.
