With regard to seeking an improved alternative for the stability of labor relation in Government of Korea, this study concentrates on the reason, why the labor relations in government has been unstable and conflictable.
This study asserts that the contents of the Public Service Labor Relation Law(PSLR Law) are not efficiently conducted in Korea, and must revised.
This study is to provide diverse and appropriate improved alternatives, through a survey. The survey respondents include key stakeholder groups that are categorized as the employers, employees, experts segments, and NGO. Based on a comparative research of acceptance difference of respondent groups, the study suggests improved alternative of the PSLR Law.
The study offers five alternatives : a) to create the Public Labor Relation Commission(PLRC), b) PLRC has the authority to investigate and prosecute unpair labor practices and to designate appropriate bargaining units, conduct elections, c) PLRC responsible for the resolution of disputes in the negotiation process, d) PLRC suggests the increase ratio of public service wages annually to the Congress, e) to allow the right of organizing Departmental Level Union.
