Background of the Research
The Korean central government has operated a performance management system such as job- performance- contract, Balance Scorecard (BSC), and self- performance management since the 2000s; nonetheless, there exist some problems such as insufficient connection between organizational and individual performances.
There also is little research that provides a systematic connection between the individual performance system and the organization performance management system such as BSC, strategic management, and the Performance Management Plan(PMP). The PMP is a performance plan report in which each government department should make a plan for working in the upcoming year based upon the Government Performance Evaluation Act.
Objective of the Research
The purpose of this paper is to provide an analysis and improvement of the Korean performance management system by examining actual conditions in terms of contentment, comparison, and recognition regarding the performance management system. This research analyzes three aspects: 1) analysis of the current operation condition of the Performance Management Plan, 2) foreign cases about the operation of the performance management system, and 3) public employees' survey regarding the performance management system. This analysis identifies the problems of the performance management system in the Korean central government. The ultimate goal of this work is to provide policy implications and suggestions to improve the Korean performance management system.
