Abstract
Taking note of the public’s declining trust in government in Korea, this study investigates the trend of declining trust in government, its causes, and impacts on national competitiveness. Based on the analysis, this study seeks measures to enhance government trust in Korea. Public’s trust in government is one of the most important underlying factors that determine the national competitiveness. High governmental trust draws voluntary supports from people and enhances policy compliance, thereby increasing policy efficiency and effectiveness. In contrast, a low level of governmental trust has negative impacts on national development. Although continued decline in public’s trust in government is a global trend, it is of particular importance in Korea where public organizations have been playing a large role in national development. Against this backdrop, this study observes trends in public’s trust in government in Korea, and analyzes its causes in terms of politics (democratization, political institutions and electoral competition), public policy (achievements in government policies and public service, corruption), media and society (criticism by the media), and culture (political culture, spread of postmodern values). Then, the impact of governmental trust on national governance and competitiveness is analyzed. Finally, measures to improve policies to promote governmental trust are sought out. (The rest omitted)
