Frame of Image e policy consultations for developing countries encompassing in-depth analysis, policy recommendations, and training opportunities. From 2004 to 2011, KSP provided tailored solutions to 34 developing countries for over 300 projects.
Continuing efforts to improve the quality of knowledge-sharing activities, the Korean government launched the Joint Consulting Program with Multilateral Development Banks (MDBs) in 2011. The program supports technical assistance/cooperation (TA/TC) projects of MDBs by providing KSP expertise through separate activities jointly implemented by KSP consultants and MDBs.
This report is prepared as a part of the joint activities implemented by KSP consultants and IDB team to support one of IDB’s Knowledge and Capacity Building Products (KCP), the ‘Design and Development of National Identification System in Jamaica’ (JA-T1053) project, which aims at supporting the Government of Jamaica in the design and development of a National Identification System (NIDS) and creating conditions for the establishment of a NIDS for Jamaica. The objectives of the joint consulting project between KSP and IDB is to support the IDB project team and ultimately contribute to the development of NIDS in Jamaica by introducing Korean experience in building a NIDS and lessons learned on the way.

Abstract

This project aims to support IDB’s Sustainable Emerging Cities Platform by sharing Korea’s experience, knowledge and insights in accelerating the Broadband Internet Connectivity and Smart Cities Initiative aimed at promoting competitiveness and sustainable socioeconomic development of the target cities. By analyzing challenges that the LAC cities are facing, Korea team can share the lessons from best practices and mistakes, so that those cities would not face the same mistakes again and promote their sustainable development of cities in areas such as cities competitiveness, social inclusion, enhancing the quality of life of the inhabitants, etc.
This consulting project will analyze the overall ICT and broadband connectivity environment of the selected cities, provide a set of recommendations and design an action plan aimed at increasing the levels of broadband connectivity and the usage of solutions to reduce the digital divide, increase the socio economic impact in the cities, and promote sustainable urban development.
