Preparation of the land and tenure security program in Haiti

Frame of Image wnership. Lands are owned and transferred with poor legality in Haiti, so most of land tenure has not been secured. The expense to register has kept people from registering their land rights.
The lack of clarity regarding land rights is so extreme that it will hinder plans to reconstruct from Haiti’s earthquake happened in 2010 and economic development. Government of Haiti asked the Inter-American Development Bank to support the “Land Tenure Security Program” to protect citizens’ property rights and to promote rural productivity by providing appropriate forms of tenure security.
The “Haiti Land Tenure Security Support Program” funded by the Korean Knowledge Sharing Program promoted to facilitate the success of the Haitian land titling program by sharing the experiences of Korea Cadastral Survey Corporation (KCSC) and the advantages of the Korean titling system from July, 2010. This report provides recommendations at different stages in the lifespan of a land-titling project as well as detailed descriptions of the issues crucial to success.
2. Land Registration and Cadastral System of Korea
Per capita income of Korea was not even close to USD 50 in 1950s. However, it has soared to almost USD 20,000 in the past half century. What led economic growth in Korea was a well-organized land registration system. That is, land is the most fundamental element for the economic development of the country.
